Frank Shap has decades of experience in economic development, technology deployment, sales and marketing, business development, and program management. At CTC, he supports clients in the municipal broadband space by providing strategic guidance rooted in comprehensive knowledge of the public and private sectors. He also serves as a subject matter expert for a range of economic development issues related to broadband policy, development, and deployment.
Prior to joining CTC, Frank was the Assistant Director of Economic Development for Garrett County, Maryland for 14 years. He was directly responsible for developing the County Broadband strategic plan, management of federal and state grants to deploy a 50 mile fiber optic middle mile backbone, and connection and service delivery to over 45 Community Anchor Institutions county wide. Most recently, he led the County Last Mile Broadband Wireless Network project, securing $1.5 million in grant funds to make affordable broadband service available to 3,000 unserved and underserved residents.
Frank has also held technology and management positions at companies including Westinghouse Electric, Digital Equipment Corporation, Apple Computer, Honeywell, and Northrop Grumman.
